This is the Victory Diploma for Frank Cosgrove's win in the Junior Single Gigs race at the Schuylkill Navy Regatta in June of 1947; the Diploma is signed by Ernest H. Bayer, who was President of the Pennsylvania Barge Club at the time, as well as Commodore of the Schuylkill Navy
