Engraved on plate affixed to frame: “This Restoration of the Schuylkill Navy Charter was Completed in 1995, as a Memorial to Doc Bergen, Commodore 1958-1960. The Charter is a Pennsylvania Certificate of Incorporation certified by the Recorder of Deeds of the City and County of Philadelphia on July 5, 1882.”
